This is not so. In fact, I have personally witnessed the doggie police nail about 5 people. And the one time I saw a biting incident, the powers that be were no where to be found. I do agree that this is much ado about nothing, given that there clearly (and most unfortunately) won't be an off-leash area any time soon. So, what I say to one and all is: let your dog romp leashless at your own peril, and be clever if you get caught. : Wash Park is an off leash area. What is the big fuss? The dog police never get out of their trucks unless there is a biting incident.
